This problem is easy enough .. just have a few more admins playing on the down-low .. OR add more anti-aircraft cannons to each base making it harder to attack with air .. perhaps make the cannons indestructable/large HP? .. or even boost the damage of the cannon's .. that would make raping or...
Hmm .. add more points/tickets to Hastings - Hue - Lang Vei and Khe Sahn .. those seem to be the most popular maps when most people actually show up
Everyone is always scrambling for aircraft .. a chopper or jet so this might be discouraging them as well .. but you have mentioned you do not...
Actually the map popularity stats are on Gametracker .. bottom right corner .. it shows how many people logged in and when and a small pie chart of the top 5 maps but you can look at the graph and figure out what map was on and when

Instead of removing any maps you should just put them in order of popularity
Maybe from LEAST to MOST popular ending with Hastings that way the attendance on the server continually builds every rotation .. should be easy since you have the statistics
