I wont comment on TS, I trust Ice and the other TeamSpeak admins to do what they feel is best for that, although I can't say I'm surprised it happened.
Head admins?
Every rule change goes through all the admins, it gets discussed and tweaked before it goes anywhere near a public forum and put into place. If you don't believe me then I'm sure the other admins can tell you. In fact, we've just wrapped up one such discussion.
If players don't like or understand something, they can discuss it, we have a forum for that; no-one gets intentionally ignored or shut down.
There's not a couple of people making rules behind the scenes, publishing them and saying "that's how it is now, deal with it.".
Condone?
No-one has wrote a single report on the forum complaining about Abel's behaviour towards them and I've not been contacted by anyone who claims they find Abel abusive. No-one can act on stuff when they don't know a problem exists.
Abel operates with impunity?
Abel gets his warnings and kicks just like everyone else. For language? No, but then not many players do fall victim to that rule. If he's bothering you, tell him or tell an admin, if it's a legitimate request we'll deal with it, but if no-one wants to say a word then none of us are going to know it's a problem. If we feel it's not an issue, add him to your ignore list. You'll never see him say a word again.
It's not a perfect system, but it works for us. I spoke to Abel the other day, and when he next joined he was fine. Sure, he kept his "AJAJAJ", that's not a problem, but not once did he call anyone a moron; despite your best efforts to provoke something from him.
You see, it's all well and good to complain about players, but not if you're going to replicate that same behaviour. And I don't want to hear anything about "proving a point" or whatever, because you didn't. All you've done now is show us how you can be if stuff doesn't go exactly your way and become the very person you complained about, if not worse.
Lets start on something you do that's worse than Abel's language, actually ruining the game for others. Not chat which you can hide by adding him to your ignore list, or letting an admin know because chat is logged, but actually doing something that's detrimental to the map.
Just over a month ago Falschfahrer reported you, saying that you destroy tunnels.
You denied this and you might not have done it that time, but you do do it.

I caught you doing it one map, gave you your warning. You left the tunnel for the remainder of the map, you might have even stopped spawning altogether, but it was an insight.
And then again, yesterday, you did the same thing which someone called you out on:
You see, there are logs that include every action that happens in the game, and you can't hide from that. You can talk about how Abel should know the rules, well, so should you; especially as you've been trying to use them to prove a point regarding Abel.
But back to the subject of language, if you're going to complain about how Abel conducts himself then it would be an idea not to conduct yourself in the same way:

all your names are here, including the ones where you used clan tags of a clan you don't belong to, for which you did get warned and kicked.

You didn't get warned, you didn't get kicked, just like Abel doesn't as no-one was bothered, but you were being the very person you complained about Abel being. You can't complain about how someone behaves, then emulate actions similar to them and expect anyone to take you seriously.
If you have a problem with me, or my responses, that's fine. Everyone is entitled to an opinion, but take them up with me. Don't take it out on the people I've installed as admins or the players that just want to play the game, or you'll be part of the "slow, prolonged death" of BFV that you feel is occurring.
